LAGUNA NIGUEL SEA COUNTRY CLASSIC ALL-STAR TOURNAMENT RULES 2008 Tournament will be played under ASA rules with the following exceptions and modifications: 1. All teams must check in at the registration table at least one (1) hour prior to their first game. All teams must register at NIGUEL HILLS MIDDLE SCHOOL. You may send one designated person for check-in. The registration table will be open from 4:30 PM to 8:00 PM on Friday, 6/13/08. DUE TO HIGH TRAFFIC VOLUME AT NIGUEL HILLS MIDDLE SCHOOL; PLEASE DO NOT ENTER SCHOOL FACILITIES PRIOR TO 4PM ON FRIDAY. Managers must present proof of insurance, proof of age and individual photos for all players. Proof of age can be any one of the following documents: Photo ASA Player ID Card, or birth certificate w/photo. WITHOUT PROOF OF AGE, A PLAYER WILL NOT BE ALLOWED TO PLAY… NO EXCEPTIONS. Completed team roster must be turned in at this time with Coach and Manager Cell phone numbers. No player may play on more than one roster. Rosters can be found on the Tournament link on our website at: http://www.lngs.org/SeaCountryClassic.htm under forms. 2. This tournament is for ASA “B” and “C” all-star teams only. No “A” Travel Ball Teams are allowed at this tournament. 3. Each team is to supply their own insurance and agrees to hold harmless any and all individuals, organizations, and governmental bodies for any injury that may occur due to their participation in our tournament. 4. Individual trophies will be awarded to the 1st and 2nd place teams in each Gold and Silver division, in each Age division. Trophy ceremonies take place on the field following the completion of each championship game. 5. Tournament softballs will be furnished by Laguna Niguel Girls Softball and are the official ASA balls. · 8 & Under Division 10” Worth RIF, Optic · 10 & Under Division 11” Worth RIF, Optic · 12, 14 & Under Divisions 12” Worth Dream Seam
6. Distances: Division Pitching Bases · 8U 30 Feet (No Coach Pitching) 60 Feet · 10U 35 Feet 60 Feet · 12U, 14U, & 16U 40 Feet 60 Feet
7. Batting around (round Robin is required for all Pool Play games).
8. For Elimination Games: A team may bat 9 batters (10 permitted in 8U) per ASA rules and may use the DP/Flex option, and report all changes to the umpire, or may bat round robin with unlimited defensive changes. A team that bats round robin must list all players present at the time the lineup is provided to the umpire in the batting order; no substitutes can be listed. Players arriving late may not be added to the lineup if the team is batting round robin. Substitutes, including players not present at the beginning of the game, may be listed on a lineup if the team bats 9 batters per ASA rules. Both teams will declare their batting format to the umpire prior to the start of the game. Once a format has been declared for a game and lineups are exchanged, the teams may not change their batting format for that game.
9. For Elimination games, teams may change their batting format from game to game and opposing teams do not have to bat in the same format. If a team is using the round robin format, and any player leaves the game for any reason (e.g., injury, illness, ejection, etc.), an out against that player will only be charged the first time the player’s turn in the batting order is reached.
10. Courtesy runners may be used for the pitcher and catcher only. If a team bats 9 batters per ASA rules, the ASA courtesy runner rules are in effect. If a team bats round robin, the courtesy runner must be the last player to have been declared “out” (either as a batter or as a base runner). If the last player to have been declared “out” is either the pitcher or catcher, then the courtesy runner would be the next player in the lineup to have been declared “out”.
TIME LIMITS (All divisions) 11. Pool Play: (1:15) no new inning (1:25) drop dead. Score will revert back to the last completed inning, unless HOME team is tied or ahead, in which case score will stand as is. Games can end in tie. · In 4-Team Pools, if the first game for each team ends in a tie, a coin toss will be used to determine which team will play on the winners side. The team listed 1st on the schedule will receive heads and the team which is listed second will receive tails. Bracket Elimination Play: (1:30) no new inning after time has expired. · If tied after time limit or 7 innings (6 innings for8U), whichever occurs first, “International tie-breaker” will be used. ` Must have a winner. Championship games: NO time limit: 7 innings (8U 6 innings)
12. ASA mercy rule will be in effect for all games: 15 runs ahead after 3 innings; 12 after 4 innings; 8 runs ahead after 5 innings.
13. During Pool Play, the 2nd team listed will occupy the 3rd base dugout. During the Elimination Round and Championship play, the higher seeded team will occupy the 3rd base dugout. Exception: A team playing back to back games on the same field will not be required to change dugouts.
14. A coin toss by the umpire prior to game start and in the presence of team representatives will determine the home team for pool play and Championship games. For elimination games, the higher seeded team is the home team, a coin toss if equally seeded. Team lineups must be exchanged at the time of the coin toss. Any team not ready to play at the scheduled game time shall lose by forfeit (score recorded as 7-0). Exception: Teams playing back to back games at different locations will be afforded a reasonable grace period to get to the other field.
15. Official Red Score Cards will be distributed in your team packet and will be available at the All Star Table prior to the game. The Home Team will be responsible for filling out the score cards at the end of each game and these Official score cards will be given to the umpires at the completion of the game to turn into the Tournament table for score posting. Official scorekeepers (home teams) are not responsible for announcing "out of order" batters. Each team should keep their own scorebook that can be checked if requested. Please bring your own scorebooks. Team managers from both teams and umpires will be required to sign the official red score cards upon completion of game. SCOREBOOKS ARE NOT PROVIDED.
16. Infield practice will not be permitted. Utilize foul territory and grass areas.
17. Sliding is required in all divisions to avoid a collision.
18. Metal cleats are not permitted.
19. No jewelry or metal hair clips will be worn during games. Plastic visors are not allowed. Matching Uniform shirts are required and must be tucked in.
20. Sunflower seeds are not permitted in the dugout or bleachers. (Laguna Niguel City Ordinance)
21. At the completion of pool play all teams within own pool will be ranked within their own pool according to the following criteria: A. Win/Loss/Tie Record (For clarification purposes, a tie is equal to ½ Win & ½ Loss) B. Head to Head C. Least Runs Scored against D. Most Runs Scored E. Run Differential F. Coin Toss 22. It is the coach or managers responsibility to check the “official” result Board (located at Niguel Hills Middle School) for game schedules, time changes or other information that may change during the tournament.
23. 12-U: Specific Rules (Round Robin batting order for Pool Play) A. 12U Silver Division (only) 6 Run limit per inning for the first four innings only, 5th inning and thereafter unlimited.
24. 10-U Specific Rules: (Round Robin batting order for Pool Play) A. 2008 ASA Championship rules apply. B. 5 Run limit per inning for the first four innings only, 5th inning and thereafter unlimited. 25. 8-U Specific Rules: (Round Robin batting order for Pool Play) A. Teams will field 10 defensive players. B. No dropped third strike, No infield fly rule. C. Home plate is "closed" in all situations, but a runner may be awarded home plate under ASA rules. D. 4 Run limit per inning for the first four innings only, 5th inning and thereafter unlimited. E. One base steal per pitch.
26. There will be no protests during Pool Play. During the Elimination Round and Championship Play, all protests will be finalized on the field by the home plate umpire and a tournament representative. Protests shall be governed by ASA Rule 9, Sections 1 through 4 and 7. Sections 5 and 6 will not be in effect.
27. Managers and coaches are responsible for the conduct of their players, staff and fans on and off the field. Unruly behavior, vandalism, unsportsmanlike conduct, destruction of property or similar activities will not be tolerated. Any coach or fan that is ejected from a game will be required to leave the field and not be visible to the team or umpires for the remainder of that game. A second ejection of anyone associated with that team will result in the team’s removal for the remainder of the tournament. This rule will be strictly enforced.
28. Dogs or pets of any type are strictly prohibited at all of the fields. Barbeque grills of all types are strictly prohibited at all fields and parking lots. A full snack bar will be provided at each facility, except Crown Valley Community Park. RV and/or trailer parking is prohibited in the parking area behind Niguel Hills Middle School. RV and trailer parking may be available in the parking lot in front of Niguel Hills Middle School, in the school parking lot and at Aliso Viejo Community Park. However, overnight parking may not be permitted, depending on city ordinances. Equipment drop-off locations will be made available for coaches to drop-off their equipment prior to parking. 29. All teams must have equipment as required by ASA rules. (I.e. NOCSAE approved helmets, faceguards, approved bats, etc.)
